How to get a PSV licence — the steps
Check you are eligible
Malaysian citizen or permanent resident, aged 21 or over, holding a class D/DA CDL for more than 1 year, with outstanding summonses settled.
JPJL8A medical check
Take the JPJL8A form to any registered clinic. Around RM50, and the report is valid for 1 year.
The 6-hour PSV theory course
At a JPJ-registered driving institute. Fees run RM70–RM200 (capped by the Ministry of Transport). You receive the JPJL2C certificate at the end.
Register at JPJ
Bring your MyKad, CDL, JPJL8A form, JPJL12 form, JPJL2C certificate and one colour photo (25mm × 32mm) to a JPJ state or branch office in the same state as your course. UTC counters do not handle new registrations.
Renew every year
A PSV licence lasts 1 year only. Renewal needs a fresh JPJL8A medical and the RM20 yearly JPJ fee.
Sample PSV questions — with answers
What does a PSV licence allow you to do?
A PSV (Public Service Vehicle) vocational licence lets you carry paying passengers — taxi, kereta sewa and e-hailing work. It is added to your normal driving licence; it is not a licence for the vehicle.
What is the minimum age to apply for a PSV licence?
21 years old.
How long must you have held a full driving licence (CDL) before applying for PSV?
More than 1 year. A probationary P licence is not accepted.
Which form is used for the PSV medical examination?
Form JPJL8A, completed by a doctor at any registered clinic. It is valid for 1 year.
How long is the PSV theory course?
6 hours, at a JPJ-registered driving institute. The fee is capped at RM200.
Which certificate do you receive after completing the PSV course?
The JPJL2C certificate, valid for 1 year.
Is the written PSV exam still held?
Generally no — the Ministry of Transport abolished the written PSV exam for most new taxi, kereta sewa and e-hailing applicants. Attending the full 6-hour course is now the main requirement; institutes may run their own end-of-course assessment.
How long is a PSV licence valid?
1 year only. Every renewal needs a fresh JPJL8A medical.
What is the maximum speed limit on Malaysian expressways?
110 km/h, unless signs state otherwise.
Where do you register a new PSV licence?
At a JPJ state or branch office in the same state where you attended the course. JPJ counters inside UTCs do not handle new PSV registrations.
Sample question: A red octagon-shaped road sign means…?
STOP — come to a complete stop at the stop line, every time.
Sample question: An inverted triangle sign means…?
Give Way — slow down and give way to traffic on the main road; stop if necessary.
Sample question: A red circle with the number 60 in the middle means…?
Maximum speed limit of 60 km/h for vehicles on that road.
Sample question: A blue circle with an arrow pointing down-left means…?
A mandatory sign — pass the obstruction on the left.
Sample question: A yellow diamond-shaped sign means…?
A warning sign — there is a hazard ahead. Slow down and be prepared.
Sample question: What is the legal blood alcohol limit in Malaysia?
0.05%. The professional standard for PSV drivers, however, is zero — never drink before carrying passengers.
Sample question: How should you help a disabled passenger who uses a wheelchair?
Be patient and help properly: open the door, help the passenger get seated comfortably, and fold the wheelchair into the boot with care.
Sample question: If your vehicle breaks down on an expressway, what is the first action?
Put passenger safety first — move everyone to a safe place behind the guardrail, then set up the warning triangle and call for help.
Sample question: What is the KEJARA system?
JPJ’s demerit points system. Traffic offences add points to your record; once the accumulated points reach the set limit, your licence can be suspended.
Sample question: Can an e-hailing driver carry paying passengers with an expired PSV licence?
No. Carrying paying passengers without a valid vocational licence is an offence, and insurance may not cover the trip.
What it costs in total
Typical total: RM150–RM280 — course RM70–RM200, medical around RM50, JPJ processing fee around RM30, plus the photo. Full breakdown on the PSV licence cost page.
