PSV licence: classes, eligibility, renewal and expiry

PSV is one of Malaysia’s vocational driving licences, alongside GDL (goods) and the conductor licence. It is always held together with your normal driving licence — the class of PSV you can hold follows the class of Competent Driving Licence (CDL) you already have.

PSV classes

PSV classVehicles you can drive for hireYou must already hold
PSV D — Taxi / Luxury Taxi / Kereta Sewa / E-hailingSaloon cars used as taxis, rental cars with driver, and e-hailing cars (Grab, Bolt, inDrive, Maxim)CDL class D or DA
PSV D — Light motorcar: Van / Mini busPassenger vans and mini busesCDL class D or DA
PSV E — BusBuses with unladen weight over 7,500 kg — stage buses, express coaches, factory and tour busesCDL class E

Class names follow JPJ’s vocational licence schedule. Bus and heavy-vehicle applicants face additional requirements — confirm the current schedule with JPJ or your driving institute before booking a course.

Eligibility in one place

  • Malaysian citizen or permanent resident
  • 21 years old or above
  • CDL held for more than 1 year (no P licence)
  • Passes the JPJL8A medical examination
  • Completes the 6-hour PSV theory course for the class applied for
  • Not blacklisted by JPJ or PDRM; summonses settled

Renewal — every year, with a fresh medical

A PSV licence is valid for one year only. To renew, you need a valid CDL, a new JPJL8A medical report (a fresh examination each renewal — budget around RM50 at a clinic), and the JPJ renewal fee (RM20 for one year, excluding any adjustments). Renewal is done at JPJ counters — state and branch offices and JPJ UTC counters handle renewals. Set a reminder a month before expiry: driving fare-paying passengers on an expired PSV is an offence, and your e-hailing account can be suspended.

Expired more than 3 years? A vocational licence left expired for over three years cannot simply be renewed — JPJ can require you to go through the course and application process again. Renewing on time is always cheaper.

PSV is not the same as EVP, GDL or a CDL
